   The following shortlisting criteria will be applied to all consulting firms (individual company or joint venture overall) that have submitted EoI:
1. Criterion: Proven experience in green financing and the preparation or implementation of
infrastructure projects within the public sector, including Local Self-Governments (LSGs).
Scoring: The Consultant may be awarded up to 40 points based on the substance and relevance
of their project references (projects focused on financing green initiatives, sustainable
infrastructure, or climate-resilient investments, financing by International Financial Institutions,
multi-stakeholder coordination, large budgets, etc.).
2. Criterion: Proven experience in the development of toolsets, technical requirements, and/or
software solutions tailored specifically for use by LSGs. This includes experience in IT system
integration support and advisory services.
Scoring: The Consultant may be awarded up to 30 points based on the substance and relevance
of their project references (scope, budget, etc.).
3. Criterion: Proven experience in policy analysis and dialogue facilitation, or event and training
organization or capacity building, which should include gap analysis and the delivery of training
sessions.
Scoring: The Consultant may be awarded up to 30 points based on the substance and relevance
of their project references (scope and complexity, multi-stakeholder coordination, international
partnership, etc.)
The total maximum score that can be awarded to a Consultant is 100 points, based on the cumulative
evaluation of all criteria.
As a proof, the Consultant firm shall prepare a table listing following information: name of the relevant
assignments, year of contract’s implementation, information on contract value, percentage carried out by
Consultant in case of association of firms and short description of main activities, contracting entity/client,
country/region, contact reference (name, e-mail, phone number).
