Notice of invitation to tender EuropeAid/117282/D/W/JM issued by the
Government of Jamaica for a project financed by the European Community
(EC)
1. Project identification and financing a) Title: Northern Coastal
Highway Improvement Project (NCHIP) Segment 3 - Ocho Rios to Fair Prospect
b) Number: 7 ACP JM 042 - 8 ACP JM 001
c) Source of financing: 7th and 8th European Development Fund (EDF VII
and EDF VIII).
d) Status of the financing: approved.
2. Contract identification a) Type of contract: works contract.
b) Subject: NCHIP - segment 3 - Ocho Rios to Fair Prospect (120 km of
7,30/10,30-m-wide road re-construction and improvement with asphalt
wearing course, including crushed rock base, sub-base, kerbs, culverts,
new construction and rehabilitation of bridges and ancillary works).
c) Number of lots: one.
d) Variants: variants are accepted for alternative bridge deck
constructions and alternative construction methods.
3. Eligibility, origin and evaluation criteria a) Eligibility and
origin: EU/ACP States signatory to the fourth Lomé Convention, second
financial protocol and Argentina, Brazil, Colombia, Guatemala, Honduras,
Mexico, Nicaragua, Panama, Uruguay and Venezuela.
b) Evaluation: see tender dossier.
4. Location and deadline a) Project location: North coast of Jamaica,
between Ocho Rios and Fair Prospect.
b) Place of delivery, installation or performance: north coast of
Jamaica, between Ocho Rios and Fair Prospect.
c) Performance period: 35 calendar months.
d) Tender validity period: 120 days (4 calendar months).
5. Project authorities a) National Authorising Officer: The Government
of Jamaica, represented by the Minister of Finance and Planning through
the Planning Institute of Jamaica (PIOJ).
b) Contracting authority: The Government of Jamaica, represented by the
Permanent Secretary of the Ministry of Transport and Works, Kingston,
Jamaica.
c) Supervisor: The Project Director of the Northern Coastal Highway
Project's (NCHIP) Administration Unit acting on Supervisor's behalf.
d) Supervisor's representative: The consultant employed is Nicholas
O'Dwyer & Co. Ltd, Dublin, Republic of Ireland.
6. Tender documents a) Type of tender: open invitation to tender.

Option 1: the full set of tender documents (incl. full set of drawings)
may be purchased by any interested party upon payment of a non-refundable
fee of 3 000 EUR by cash, certified cheque or banker's cheque in favour
of Nicholas O'Dwyer & Co. Ltd before collection or mailing of the
documents.
Option 2: interested parties may obtain a reduced set of tender
documents, i.e. as per above but without any cross-section drawings,
environmental inventory study and excluding heritage resource survey upon
payment of a non-refundable fee of 1 750 EUR by cash, certified cheque or
banker's cheque as before.
Option 3: interested parties may obtain a basic set of tender documents,
which does not contain any drawings and excludes the environmental
inventory study and heritage resource survey upon payment of a
non-refundable fee of 450 EUR by cash, certified cheque or banker's
cheques as before. These interested parties have the option to select a
reduced set of drawings as well as the previously excluded documents as
they require against payment of their reproduction and mailing cost
following the procedure above.

8. Deposits and guarantees a) Tender guarantee: The tender guarantee is
fixed at 650 000 EUR.
b) Performance guarantee: the performance guarantee is fixed at ten (10)
percent of the contract price.
9. Site visit and pre-tender meeting There is no official site visit and
pre-tender meeting. However, all prospective tenderers are encouraged to
visit the site.
10. Further information a) References: if the State of the contracting
authority is one of the African, Caribbean and Pacific States which are
signatories to the fourth Lomé Convention (ACP States), this notice is
published pursuant to Annex I to Decision No 3/90 of the ACP-EEC Council
of Ministers of 29.3.1990 (OJ L-382, of 31.12.1990).
If the State of the contracting authority is not an ACP State, this
notice is published pursuant to Council Regulation (EEC) No 443/92 of 25
February 1992 (OJ L-52, of 27.2.1992).
