The overall goal of the SMDP is to create a viable and sustainable institutional framework and mechanism for effective delivery of financial services, particularly to poor, low-income households, and small and microenterprises.

The Project has three major elements:

Developing an effective regulatory and institutionalframework for savings and credit unions (SCUs);
Setting up an institutionally and financially sustainable network of 20 SCUs, supervised by the Central Bank; and
Providing a credit line to commercial banks for onlending to households, microenterprises, and SCUs
